It looks like he is painting the mountain into existence — but the mountain was already there, solid, ancient. What Cosmo is actually doing is finishing it: the peak existed, but un-seen, un-shared, just rock in mist. His brushstroke does not create the mountain. It hands the mountain to everyone else.
